Prize Promotions for Alcohol, Sugary Drinks Banned from September 30

PHNOM PENH, July 1, 2026 – Cambodia has banned all prize promotions for alcoholic beverages and sugary drinks, effective September 30, 2026, as part of new measures to regulate the marketing of these products and protect public health.

The directive, signed by H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, was issued on June 25. It requires all manufacturers, importers, and distributors to stop offering prizes through scratch cards, QR codes, digital games, coupons, can tabs, bottle caps, or any other promotional channels.

The ban also prohibits the free distribution of products for commercial promotion. Existing prize promotions printed on packaging or advertised through media must cease immediately.

The ministry allows commercial discounts of 15 to 25 percent only for products nearing their expiration date (less than 60 days remaining), with prior notification required. Businesses may offer non-alcohol or non-sugar benefits—such as tea, ice, or glassware—provided their total value does not exceed 5 percent of the product's sale price.

The ministry called on all stakeholders to implement the new rules responsibly and in full compliance.
