Cambodia Joins US Open Skies Network with Historic Aviation Pact

PHNOM PENH, July 2, 2026 – Cambodia has officially entered the United States' Open Skies network, following the signing of a landmark air transport agreement that promises to boost tourism, trade, and people-to-people connections between the two nations.

The agreement, signed by U.S. Deputy Secretary of State Christopher Landau and Cambodia's Minister-in-Charge of Civil Aviation H.E. Mao Havannall, represents the first bilateral aviation accord between the two countries. It aligns Cambodia's civil aviation framework with modern international standards and opens new opportunities for passenger and cargo airlines.

As part of the Open Skies network, which includes nearly 140 countries, the agreement will allow airlines to operate more flexible and efficient services. Notably, it includes all-cargo seventh-freedom traffic rights, enabling U.S. cargo carriers to operate between Cambodia and third countries without requiring a connection to the United States.

The pact is expected to deliver more affordable travel options, boost tourism, and strengthen commercial ties. It also follows recent U.S. support for Cambodia's Techo International Airport project, highlighting the expanding economic partnership between the two countries.
