World Vision, MoEYS Join Forces, Boosting Local Education Management

PHNOM PENH, July 7, 2026 – The Ministry of Education, Youth and Sport (MoEYS) and World Vision International have signed a Memorandum of Understanding to strengthen the capacity of district and municipal administrations in managing transferred education functions across Cambodia.

The agreement, formalised on July 7, supports the Ministry's efforts to build capacity in targeted district and municipal administrations across seven provinces, focusing on the effective implementation of education, youth, and sport functions. The partnership seeks to reinforce accountability between local administrations and educational institutions, ensuring quality education for students nationwide.

The Royal Government began transferring education functions to district, municipal, and khan administrations in 2024 as part of its decentralisation policy, covering early childhood education, primary education, and non-formal education.

A pilot project implemented by World Vision in 2025 in Siem Reap

and Banteay Meanchey provinces demonstrated that decentralising these functions brought administrative services—including staff appointments, promotions, and benefits—closer to service users. The pilot's success provided valuable insights that informed the current partnership.

The Ministry expressed appreciation to World Vision and other development partners for their continued support in implementing Sub-Decree No. 213, which formalises the transfer of education functions. The collaboration aims to ensure that decentralisation translates into improved learning outcomes for students across the Kingdom.
