Cambodia Joins 170 Nations at UN to Shape Global AI Governance

PHNOM PENH, July 7, 2026 – Cambodia has joined more than 170 countries at the inaugural Global Dialogue on AI Governance in Geneva, as world leaders and delegates gathered to chart a course for the responsible development and management of artificial intelligence.

The event, held on July 6, brought together approximately 4,000 participants, including heads of state, government leaders, digital ministers, and representatives from international organizations. The dialogue was chaired by UN Secretary-General António Guterres, with El Salvador and Estonia serving as co-chairs.

H.E. Chea Vandeth, Minister of Post and Telecommunications, represented Prime Minister Hun Manet at the high-level meeting. According to the ministry, Cambodia's participation reflects the Kingdom's commitment to engaging in global discussions on AI governance.

The International Scientific Committee on AI, composed of 40 experts from around the world, presented its findings to member states, highlighting that AI is developing faster than regulatory capacity and that AI capabilities are concentrated in a small number of countries, while the impacts are felt globally. The committee called on member states to make timely policy decisions to ensure AI serves the interests of humanity.

In his address, Minister Chea Vandeth outlined Cambodia's priorities for AI governance, including supporting AI's positive potential to drive innovation, expanding access, and building trust. He emphasized that governance must respond to risks in a timely manner and take a forward-looking approach, preventing harm before it occurs.

Cambodia will pursue AI governance in line with ASEAN trends, based on principles and engaging the private sector, educational and research institutions, civil society, and citizens as key partners. The minister also called for international cooperation on capacity building for regulators, information sharing on developments, and sharing regulatory and monitoring experiences.

He further urged technology companies to genuinely cooperate with governments to ensure effective AI governance.
