PM Hun Manet Says Cambodia Will Not Allow Special Economic Zones to Harbor Scam Operations
PHNOM PENH, July 24, 2026 — Prime Minister Hun Manet says Cambodia has strengthened oversight of its Special Economic Zones (SEZs) to ensure they are not exploited by transnational criminal organizations involved in online scams.
Speaking to Bloomberg Television, Prime Minister Hun Manet said he had instructed security agencies, local authorities and SEZ administrators to closely monitor investment zones and take legal action against any operators found facilitating criminal activities.
"If any SEZ is found to be covering for criminal scams, they will be liable under the law just like anyone else," he said.
The Prime Minister said Cambodian authorities have found no evidence that the country's SEZs are being used to facilitate online scam operations.
He described the zones as an important platform for attracting foreign direct investment across multiple industries and reaffirmed the government's commitment to maintaining investor confidence while continuing its nationwide crackdown on cybercrime.
"We will make Cambodia an area that is not easy or worth staying for online scam operators," he said.
