UN Human Rights Expert Pledges Constructive Cooperation with Cambodian Government

PHNOM PENH, July 30, 2026 — United Nations Special Rapporteur on the situation of human rights in Cambodia Thomas Andrews has expressed his commitment to working with the Cambodian government in a constructive manner, based on national and international law.

Andrews made the remarks during a meeting with Prime Minister Hun Manet at the Peace Palace on Thursday, where he paid a courtesy call and held discussions on human rights issues and his recent mission in Cambodia.

During the meeting, Andrews thanked the Cambodian government and relevant institutions for their open cooperation and engagement. He briefed the Prime Minister on his meetings with senior officials, government representatives, civil society organizations, and his visit to shelters housing people displaced by the Cambodia–Thailand border conflict.

Andrews praised the government's efforts in providing assistance and support to displaced communities who have yet to return home. He also commended Cambodia for accepting eight out of nine major human rights instruments and reaffirmed his readiness to continue cooperation with Cambodia in a constructive spirit.

In response, Prime Minister Hun Manet congratulated Andrews on his appointment as Special Rapporteur and emphasized that Cambodia welcomes cooperation based on fairness, mutual respect, and constructive dialogue.

The Prime Minister highlighted the government's efforts to promote human rights and fundamental freedoms, including access to healthcare and education, while stressing that the exercise of rights and freedoms must be carried out responsibly and within the framework of the law.

Prime Minister Hun Manet also encouraged the Special Rapporteur to continue close engagement with relevant ministries and institutions, and to ensure that future reports are based on comprehensive information gathered from all concerned parties.

Before concluding the meeting, the Prime Minister briefed Andrews on the latest developments regarding the Cambodia–Thailand border situation, reaffirming Cambodia's commitment to resolving disputes peacefully through international law and existing treaties, conventions, and agreements between the two countries.
