Russia, Vietnam Sign Deal on Nuclear Power Plant

MOSCOW, March 23 — Russia and Vietnam have signed an intergovernmental agreement on cooperation in the construction of a nuclear power plant in Vietnam, Russia’s state nuclear energy corporation Rosatom said, according to Reuters.

The agreement covers the development of the Ninh Thuan 1 nuclear power plant, including the construction of two Russian-designed power units with a combined capacity of 2,400 megawatts. Financial details of the project were not disclosed.

The deal comes as Vietnam seeks to expand its electricity supply to meet rising demand from its industrial sector and growing middle class, amid recurring power shortages and weather-related disruptions.

Vietnam had previously suspended its nuclear power programme in 2016 over safety and budget concerns, despite earlier awarding the Ninh Thuan 1 project to Russia. The programme was revived in 2024, with Hanoi engaging partners including Russia and Japan, though Tokyo later withdrew from the plan.

Vietnam and Russia have long maintained close ties, particularly in energy and defence cooperation.
