Phnom Penh Declaration Adopted at 2nd Inter-Parliamentary Speakers Conference

PHNOM PENH, August 28, 2026 – The 2nd Inter-Parliamentary Speakers Conference (ISC-2) concluded on August 28 with the adoption of the Phnom Penh Declaration, reaffirming the commitment of parliamentary leaders from around the world to international law, peaceful dispute resolution, and sustainable development.

The three-day conference, held in Phnom Penh from August 26 to 28 under the theme "Unity for Peace and Shared Prosperity: Strengthening International Law and Peaceful Resolution of Disputes," brought together Speakers of Parliament and parliamentary representatives from diverse regions to address complex global challenges, including conflicts, geopolitical tensions, economic uncertainty, climate change, food and energy insecurity, technological disruptions, and growing inequality.

Key Commitments of the Declaration:

I. Shared Vision

Parliamentary leaders reaffirmed their shared aspiration for a peaceful and just world order based on international law, sovereign equality, peace and security, multilateral cooperation, and sustainable development.

II. Peace, International Law, and Parliamentary Diplomacy

The declaration commits to upholding international law, including the UN Charter, promoting peaceful dispute resolution through dialogue, consultation, negotiation, mediation, and other peaceful means, strengthening multilateralism, and enhancing parliamentary diplomacy as a tool for confidence-building, conflict prevention, and international cooperation.

III. Sustainable Development and Human Security

Recognizing that peace and sustainable development reinforce each other, the declaration commits to strengthening parliamentary cooperation to promote inclusive and sustainable development, food, energy, and health security, climate resilience, responsible digital transformation, education, cultural exchange, and the acceleration of the Sustainable Development Goals.

IV. The Way Forward

Parliamentary leaders decided to continue strengthening the ISC through enhanced dialogue, cooperation, partnership, and exchanges between participating parliaments; promoting legislative exchange, knowledge-sharing, and best practices; supporting capacity-building and inclusive parliamentary engagement; and improving coordination and follow-up.

V. Future Development of ISC

The declaration welcomes and expresses appreciation to the Republic of Indonesia for hosting the 3rd Inter-Parliamentary Speakers Conference (ISC-3) in 2027, and expresses full support for the Senate of the Republic of Indonesia in advancing the progress and achievements established through the conference.

VI. Final Commitment

The declaration reaffirms that international cooperation and multilateralism remain indispensable foundations for peace, security, and sustainable development. Parliamentary leaders pledged to continue working together to respect and promote peaceful dispute resolution in accordance with international law, strengthen parliamentary diplomacy, and contribute to a more peaceful, inclusive, just, and prosperous world.
